Our client is a Major Player in the Telecommunications Industry in Nigeria. As a result of its continued efforts to improve services to its customers and make a significant difference in the telecommunications space in the country, it now seeks a distinguished professional to head the unit in charge of quality of service.
Job Title: HEAD QUALITY OF SERVICE
Ref.: QOS-001
The primary focus of this is to ensure compliance with set technical and quality of service standards, develop and monitor clear performance measures for quality of service standards and other related processes and provide policy advice to the head of the organization on quality of service issues.
Key Responsibilities:
Ensure the regular publication of minimum Quality of Quality of Service (QoS) thresholds as established by government
Review (and publish as appropriate) the requirements to enhance the minimum Quality of Service (QoS) targets and review process
Ensure the publication of regular, up-to-date compliance information and the appropriate feedback mechanisms
Conduct survey of calls across both fixed and mobile sectors in the country.
Conduct network performance improvement for access and core network systems, e.g. BSS, RNC, MSC, SGSN, etc.
Review network planning methodologies aimed at meeting KPI targets
Design network plans aimed at addressing quality of service issues both proactively and reactively
Carry out network traffic flow analysis
Assess network counter definition methodology for any major vendor
Promote compliance awareness within the industry and the general public.
Skills and Competencies:
Deep knowledge of GSM/3G network operation, optimization and planning, Call flow in 2G and 3G networks, Drive test analysis, network parameter tuning and cell design
Strong ability in research design and analysis
Knowledge of network performance management tool, and PC/personal productivity tool
Excellent communication skills with strong spirit of team work and initiative
Result oriented, analytical thinking ability with creativity, resilience, honesty, leadership, and responsiveness
Ability to plan strategically, translate that ‘big picture’ thinking into clear objectives and solid plans, and delivering on them all.
Education and Experience
Good first degree in Electronics/Telecommunications Engineering or related field. Possession of higher degree in related discipline will be an advantage.
Membership of any relevant professional organization will be an advantage.
Minimum of 15 years cumulative work experience in the telecommunication industry, at least 10 of which must be at management level in similar function.
